What a certified solar installer must actually hold in Cyprus

What "certified" actually means for a solar installer in Cyprus: the registrations behind the sign-off, and how to check the work after it energises.

"Certified solar installer" is not a single Cypriot licence, and no company holds a document with those words on it. What exists instead is a stack of separate qualifications — a registered electrical contractor who may lawfully execute and certify the installation, an engineer registered with ETEK where the design requires one, and a manufacturer's training record for the specific inverter and battery being fitted. A buyer checking credentials should be checking three things, not one, and each of them is verifiable independently of whatever the company calls itself.

The specification in plain terms

A photovoltaic installation is an electrical installation with a generator on the end of it. Everything that governs the fixed wiring in a Cypriot building governs the array as well, and then a second layer applies because the DC side behaves in ways ordinary building wiring does not.

The competence stack breaks down as follows.

The electrical contractor. The person or firm that physically executes the work and signs the certificate for it must be registered to do so. This is the foundation, and it is the one credential that cannot be substituted. A solar company that subcontracts its electrical work is not automatically a problem — what matters is that the name on the certificate is the name of someone entitled to sign it, and that the buyer knows in advance whose name that will be.

The design engineer. Where the design requires professional sign-off, particularly on three-phase and commercial systems, the responsible engineer is registered with ETEK. On a small single-phase residential array this may be the same person as the contractor. On a commercial roof, a ground-mount, or anything where structural loading enters the picture, it usually is not.

The product-specific competence. Manufacturer training on the particular inverter and battery matters more than it sounds. Warranty terms on hybrid inverters and lithium storage are routinely conditional on installation and commissioning by a trained installer, and a warranty claim rejected on that basis is discovered years later, not on the day.

The structural check. Mounting systems transfer wind load into the roof. Someone has to have confirmed that the roof accepts it. On a Cypriot flat concrete roof this is often uncontroversial; on a lightweight agricultural structure or a canopy it is the single most consequential calculation in the project.

Standards that apply in Cyprus

The supply is 230 V single phase and 400 V three phase at 50 Hz, and the low voltage installation is built to the harmonised wiring rules that apply throughout the Republic. On top of that, four things shape a compliant PV job.

Grid-connection behaviour. A parallel-connected inverter must satisfy the connection code applied to generating plant connected to the distribution network — the EN 50549 family — and it must disconnect on loss of supply rather than energise a network that line workers believe is dead. This is not configurable at the installer's discretion.

Converter safety. Inverters carry certification to the IEC 62109 series for the safety of power converters used in photovoltaic systems. The declaration exists as a document; asking for it is reasonable and takes an installer a minute to produce.

Commissioning and documentation. EN 62446-1 sets out what has to be tested, recorded and handed over when a PV system is completed: string open-circuit voltages, short-circuit or operational currents, insulation resistance, earth continuity, polarity, and a string layout that matches what is on the roof. A handover pack that does not contain those readings is not a handover pack.

The EAC process. The connection application, the metering arrangement and the inspection that precedes energising are the Electricity Authority's, not the installer's, and the sequence runs in a fixed order. An installer who treats the application as an afterthought has left the owner with a completed array that cannot lawfully run.

Because compliant work carries a real cost, it is worth knowing where quoted electrical work sits before comparing installer prices.

The cheapest quote in a set of three is often the one that has priced the modules and mounting correctly and priced the certification, testing and connection paperwork at nothing.

Common specification errors

These recur, and every one of them is visible in the paperwork before it is visible in the output figures.

Ratings taken straight from the table. Cable current ratings are tabulated at 30 degrees C ambient. A cable run across a Cypriot flat roof in August is not in a 30 degrees C environment, and the derating factors are not optional. Undersized DC cabling shows up as unexplained losses and, in the worst case, as heat where there should be none.

DC protection treated as an afterthought. The DC side needs its own isolation, correct polarity throughout, and string fusing where the array configuration calls for it. DC arcs do not self-extinguish the way AC arcs do, which is why the labelling and isolator requirements exist.

Surge protection omitted. An array is a large conductive structure on the highest point of a building. Surge protective devices on both the DC and AC sides are inexpensive relative to an inverter, and leaving them out is a saving that appears in the quote and disappears the first time a storm passes over.

Fixings specified for an inland building on a coastal one. Direct coastal exposure means salt-laden air, and galvanised or marine-grade fixings are standard along the Kato Paphos and Larnaca coastal strips for that reason. A stainless grade appropriate for an inland Nicosia roof is not automatically appropriate on a plot with direct exposure to the sea. The same applies to enclosure selection: an outdoor rating protects against water ingress, not against years of salt aerosol.

Inverter placement chosen for convenience. Inverters derate as they heat, and they derate hardest in the hours when generation is highest. A unit on a west-facing external wall inland — where Nicosia gives the widest temperature range on the island — is working at the edge of its envelope through August. Placement belongs in the specification, not on the van.

Thermal and access assumptions never checked on site. Storage cabinets are heavy, and hillside plots above Peyia have steep access roads that limit crane and delivery vehicle size. A design that assumes plant-room delivery needs confirming against the actual approach at survey stage.

Modelled yield presented without assumptions. Orientation, pitch, shading and assumed derating are what make a yield number meaningful. A figure with none of them attached is a marketing number, and it is the number a disappointed owner quotes back two summers later.

How to check what was installed

Most of this can be done by an owner with the handover pack, a torch and half an hour.

Read the certificate, then read the name on it. The installation certificate should identify the registered contractor who executed and certified the work. If the name on the certificate is not the company that quoted, that is not necessarily wrong, but it should have been disclosed.

Check the commissioning readings exist and are plausible. String open-circuit voltage, insulation resistance and earth continuity should be recorded per string, with the test instrument identified. Readings that are identical across every string to the decimal place were not measured.

Compare the string diagram with the roof. Count the modules per string on paper, then count them on the roof. Mismatches here are common and they explain a surprising share of underperformance complaints.

Confirm the array as built matches the connection application. The capacity approved and the capacity installed have to be the same number. This is the single most awkward discrepancy to fix after the fact, because it involves revisiting an application that has already been decided.

Look for the isolators and the labelling. AC isolator, DC isolator, clear identification at the consumer unit, and warning labels indicating a second source of supply. An emergency responder should be able to establish in seconds that the building generates.

Ask for the datasheets and the declarations of conformity. Modules, inverter, mounting system and — where fitted — the battery. A competent installer has these in a folder already.

Watch the first month of output against the model. Not against a neighbour's system and not against a national average. The modelled yield with its stated assumptions is the benchmark, and if reality sits well below it, the string diagram and the shading survey are where to look first.

Common questions

Is there an official certified solar installer register in Cyprus?

There is no single register under that name. What can be checked is registration as an electrical contractor entitled to execute and certify the installation, ETEK registration for the responsible engineer where the design requires one, and manufacturer accreditation for the specific equipment. Companies advertising "certified" status should be asked which of the three they mean.

Can any electrician install solar panels?

A registered electrical contractor may lawfully carry out and certify the electrical installation. Whether they should take on a PV array is a separate question: the DC side, string design, mounting and grid-connection settings are specialist work, and general electrical registration says nothing about experience with any of them.

What documents should be handed over at completion?

The installation certificate, the commissioning test records set out in EN 62446-1, the as-built string diagram, datasheets and declarations of conformity for the major components, the inverter configuration record, and the EAC connection paperwork. Warranty documents for modules, inverter and mounting system complete the pack.

Does an installer need ETEK registration?

The responsible engineer does where the design calls for professional sign-off, which in practice covers commercial, three-phase and structurally significant installations. A small residential array may not require a separate engineer, but the electrical contractor registration is required regardless.

How can an owner verify a claim of manufacturer accreditation?

By asking for the certificate, which carries a name and a date, and by checking that the named individual is the person who will be on site. Accreditation attaches to people rather than to logos on a website.
