A solar carport is two procurements wearing one contract: a permanent steel structure carrying wind uplift over parked vehicles, and a three-phase PV installation that has to be accepted by the grid. Most disputes come from a contractor who is competent at one of those and improvising the other. Choosing well means testing both halves separately before signing either.
What can actually be verified
The verifiable set is narrower than most selection processes assume.
Verifiable from public records: that the company exists, when it was registered, who its directors are and whether its filings are current, through the Registrar of Companies; that a named engineer holds current registration with the Cyprus Scientific and Technical Chamber; that an insurance certificate names a policy, a period and an indemnity limit.
Verifiable on request, if the contractor is organised: EAC connection applications from previous installations, with reference numbers; stamped structural calculations for a canopy of similar span; a commissioning report from a completed project; material certificates for the galvanising on a coastal job.
Not verifiable at all: whether the last client was satisfied, whether the programme was met, whether the steelwork was straight. This site publishes registrations and coverage, not opinions. What a selection process can do is shrink the unverifiable part — a contractor who produces stamped calculations and a real connection reference has narrowed the risk down to workmanship.
Registrations that matter
Four, in descending order of how much they tell you.
ETEK registration of the named engineer
A carport needs two designs signed: the structure and the electrical installation. Both are signed by an engineer registered with the Cyprus Scientific and Technical Chamber, and that registration is held by an individual rather than by a company. A contractor who can offer only a company name has not said who takes responsibility.
Registrar of Companies entry
Confirms the trading entity, its incorporation date and whether annual returns are up to date. A newly incorporated entity quoting for a structure expected to outlast the loan that paid for it is not disqualified by that, but it changes what the warranty language is worth.
Capability to submit an EAC connection application
The application is submitted by the installer before commissioning. Ask for a reference from a previous project — a contractor who has never taken a three-phase commercial connection through to acceptance will be learning on this one.
Insurance certificates with dates on them
Public and employer's liability, current on the certificate rather than described as held. Steel erection over a working car park is where that question stops being administrative.
None of these prove the work will be good. They prove that responsibility is allocated to identifiable people, which is the precondition for anything else.
Questions to ask
The questions that separate contractors are structural, not commercial. A price can be compared in a minute; a load case cannot.
Which wind loading was used, and under which National Annex?
Eurocode EN 1991-1-4 governs wind actions, applied through the Cyprus National Annex. An open canopy is dominated by uplift, not by the downward loads people picture, and terrain category changes the answer substantially between an inland industrial estate and an unobstructed coastal car park.
What execution class applies to the steelwork?
EN 1090 sets execution classes for fabricated structural steel. The class is a design decision with fabrication and inspection consequences, and it belongs in the specification rather than in the workshop.
What is the corrosion protection specification, in numbers?
"Galvanised" is not a specification. Coating class and thickness are, and the distance from the sea decides which is adequate. On directly exposed coastal sites — Kato Paphos being the standing example — salt-laden air makes galvanised and marine-grade fixings the baseline rather than an upgrade.
Who obtains the building permit, and on what basis?
A carport is a permanent structure. Whether the local authority treats it as requiring a building permit under the Streets and Buildings Regulation Law, Cap. 96, is established with that authority before fabrication, not afterwards. The permit is issued on drawings certified by a registered engineer, and the contract should say who prepares and submits them.
What happens if the connection offer comes back limited?
Where a local feeder is constrained, EAC may require a load assessment and may attach an export limit. The commercial question is what the contract does when the modelled yield and the permitted export no longer agree, and that answer should exist before the deposit.
Where does the water go, and what do the columns cost?
A carport is a large roof. Unless drainage is specified, the short intense winter storms this island gets run off the leading edge onto vehicles and onto the surface below. Gutters, downpipes and a discharge point are line items or they are omissions. The same drawing sets bay geometry and clearance height, and a design that gains kWp by shortening spans loses parking spaces to columns.
What ground investigation sits behind the foundations?
Foundation sizing follows from what is under the tarmac. On steep hillside plots — Peyia is the clearest case — access roads also limit crane and delivery vehicle size, which decides whether frames arrive pre-assembled or are built in place. Both change the price and the programme.
What a good quote looks like
Start from the benchmark and then account for the difference.
That range is for three-phase rooftop work. A carport sits above it, because the structure is a real cost rather than an accessory, and a quote priced per kWp against the rooftop figure is omitting the steel or hiding it. A complete quote makes the split visible:
- Structure: steel, foundations, corrosion protection, drainage, erection.
- PV: modules and inverters by manufacturer and model number, with quantities.
- Electrical: cabling, protection, isolation, metering position.
- Grid connection: who applies, when, and what the offer is assumed to permit.
- Civil and reinstatement: surfacing, line marking, making good.
- Permits: who prepares, who submits, who pays the fees.
Alongside the split, four statements should appear in writing: the DC array rating in kWp and the AC rating in kVA, which are different numbers and are routinely conflated; the modelled annual yield with its assumptions on orientation, tilt, soiling and derating; the programme in weeks with the dependency that would move it; and the warranty split, which on a carport runs to structure, modules, inverters and workmanship, each with a different term and a different party behind it.
Warning signs
A single lump sum with no split between steel and PV. It removes the only comparison that matters and makes a variation impossible to price.
Structural calculations promised "after the deposit". The calculations determine the steel and the steel determines the price, so a price offered before they exist is an estimate presented as a quote.
Corrosion protection described in adjectives. Heavy-duty and long-life are not specifications. A coating class and a thickness are.
No named engineer on either design, and silence on the connection. The ETEK registration is personal, so an unwillingness to name the individual usually means the work is being subcontracted. The same quotes tend to omit who applies to EAC and what happens if an export limit is imposed.
A payback figure with no assumptions attached. Yield, consumption profile, export treatment and tariff all move it, and outcomes vary far more than a single confident number suggests.
A deposit sized to the contractor's cash flow rather than to the fabrication it releases. What determines a defensible deposit is what has to be bought before anything arrives on site — steel, modules, inverters — against a schedule tied to identifiable milestones rather than to dates.
The commercial solar section of this site sets out the connection sequence in order, and the district coverage pages record where local network capacity has been the constraint rather than the roof.
Common questions
Does a solar carport need a building permit in Cyprus?
It is a permanent structure, so the question is settled with the local authority under the Streets and Buildings Regulation Law, Cap. 96, before fabrication begins. The permit is issued on drawings certified by a registered engineer, and who prepares and submits them should be written into the contract.
Why does a carport cost more per kWp than a rooftop system?
Because the roof does not already exist. Rooftop pricing assumes a structure that is there and already paying for itself as a building. On a carport the frame, foundations, corrosion protection and drainage are all part of the PV project.
How long does the grid connection take?
Around 45 days is typical for a straightforward application submitted before commissioning. Where the network is constrained, a load assessment is added and it sits on the critical path.
Can panels be added to an existing car park canopy?
Only if the structure was designed for the additional load and the altered wind response, which most were not. That is a structural assessment by a registered engineer, and it is worth commissioning before the question is put to an installer who has an interest in the answer.
Is a three-phase supply required?
At commercial scale, in practice yes, and the constraint is the capacity already contracted at the property rather than the size of the car park. Where that capacity is short, the choice is between a smaller system and a supply upgrade with its own application.
What should be checked on handover?
The stamped structural calculations and as-built drawings, the EAC application reference and connection offer with any conditions attached, the commissioning report including the protection test, the corrosion protection certificates, and the warranty documents. Anything missing at handover tends to stay missing.
