Specifying a commercial solar system in Cyprus
How a commercial PV system in Cyprus is specified: three-phase capacity, export limits, EAC load assessment, and what the price per kWp does not cover.

A commercial photovoltaic system in Cyprus is specified by three numbers that have nothing to do with the modules: the capacity of the site's three-phase connection, the shape of the daytime load, and the export arrangement the Electricity Authority of Cyprus will accept on that feeder. Array size follows from those. Installed cost for a three-phase commercial rooftop between 50 and 250 kWp runs €700–1,050 per kWp, against €900–1,300 per kWp for a grid-tied residential system — and the gap narrows sharply once connection works enter the scope.
The specification in plain terms
Three capacities appear in every commercial quotation, and conflating them is the most common source of a system that underdelivers against its model.
Array capacity, inverter capacity, connection capacity. The array is rated in kWp at standard test conditions. The inverter is rated in kVA. The connection is whatever the supply agreement permits at the meter. These are deliberately unequal. Inverter capacity is normally specified below array capacity, because an array almost never produces its rated output, and in Cyprus the ratio can be run tighter than in northern Europe — irradiance is high, so clipping losses at an aggressive ratio are correspondingly larger. The modelled clipping loss at the proposed ratio is a number the designer should produce on request. If it cannot be produced, the ratio was chosen by habit.
Phases and balance. Distribution supply is 230 V single phase and 400 V three phase at 50 Hz. A commercial system is three-phase, and the specification should state how generation is balanced across the phases and what the inverter does when one phase carries materially more load than the others. Unbalanced generation on a constrained feeder is one of the things a network assessment looks for.
The load profile, not the annual bill. Self-consumed generation offsets the retail rate; exported generation earns considerably less. A cold store, a packhouse in season, a supermarket and a hotel have entirely different shapes across the day and the year, and the array should be sized against the daytime baseline that the site actually holds rather than against twelve months of kilowatt-hours divided by 365. Half-hourly consumption data for a full year is the input; where it does not exist, metering the site before designing is cheaper than oversizing it.
Export limiting. Where the network cannot absorb the surplus, an export limiting or zero-export controller keeps generation behind the meter. That control has to be specified, configured and verified, and its setting recorded on the connection paperwork.
The roof, as a structure. Most Cypriot commercial roofs are flat reinforced concrete, which allows ballasted mounting and avoids penetrating a waterproofing membrane — provided the slab can carry the additional dead load plus wind uplift on the frames. That is a structural appraisal, not an assumption. Where the roof was waterproofed recently, penetrations may void the membrane warranty, which makes ballast the cheaper option even where fixing would be quicker to install.
The rate per kWp covers supply and installation of the generating plant. It does not normally cover transformer or switchgear upgrades, civil works, structural strengthening, or a new connection where the existing one is inadequate. Those sit in a separate line, and on constrained sites they can be the larger one.
Standards that apply in Cyprus
Cyprus works to the European framework, so the governing documents are the IEC and EN series rather than anything island-specific.
- EN 50549-1 sets the requirements for generating plant connected in parallel with a low-voltage distribution network, covering protection settings, disconnection behaviour and power quality.
- IEC 61215 covers module design qualification and type approval; IEC 61730 covers module safety qualification. Both should be cited on the module datasheet supplied with the quotation.
- IEC 62109 covers the safety of power converters used in photovoltaic power systems, which is where the inverters are assessed.
- IEC 60364-7-712 is the part of the wiring rules dealing with photovoltaic supply systems: DC isolation, earthing, string protection and labelling.
- IEC 61439 covers low-voltage switchgear and controlgear assemblies, which is the standard the AC combiner and any new distribution board are built to.
- IEC 62446-1 defines the documentation, commissioning tests and inspection for grid-connected PV, and is the basis of a handover pack worth accepting.
An EAC connection application is required before a commercial system is commissioned, and on a constrained feeder the application attracts a load assessment before capacity is granted. This varies materially by location. Dense tourist-area grid connections — Germasogeia is the standard example — commonly require an assessment that an inland industrial feeder with spare headroom would not, and the assessment sits on the programme's critical path rather than beside it. Support schemes for commercial installations are administered separately by the Ministry of Energy, Commerce and Industry, and eligibility conditions move, so scheme terms should be read at the point of application rather than quoted from a proposal written months earlier.

Common specification errors
Sizing to annual consumption instead of the daytime baseline
An array covering the full annual figure looks efficient on a spreadsheet and frequently is not, because the surplus is exported at a lower value than the units it would otherwise offset. Sizing near the daytime baseline usually returns faster, and leaves headroom for a later extension.
No structural appraisal of the roof
Dead load, wind uplift and the condition of the waterproofing membrane decide whether ballasted mounting is viable. A quotation that specifies a mounting system before anyone has assessed the slab is quoting a price, not a design.
Ignoring the seasonality of the building's own use
Ayia Napa and the resort strip around it are predominantly seasonal tourist accommodation, so refurbishment there is concentrated in November to March. That is the window for roof works — and it is also the period when a hotel's own consumption is at its lowest, so a system sized on August occupancy exports heavily for months. Both effects belong in the model.
Overlooking site access
Steep access roads limit crane and delivery vehicle size on many hillside plots, Peyia being the recurring example. Access determines how modules, frames and inverters reach the roof, and it is settled by a site visit, not by a satellite image.
No soiling and cleaning regime in the specification
Coastal salt and the spring dust events that reach the island both reduce output gradually enough that nobody notices without measurement. A cleaning interval derived from the site rather than from a template belongs in the operations and maintenance scope.
Confusing a product warranty with a performance guarantee
A module warranty covers the module. A performance guarantee covers modelled output against measured output, names the performance ratio that triggers it, and states the remedy. They are separate documents and one is not evidence of the other.
How to check what was installed
Commercial handover is a documentation exercise as much as a physical one, and the documents are worth more later than they seem on the day.
The as-built pack should contain a single-line diagram matching what is on the roof and in the switchroom, the string layout with module serial numbers mapped to positions, and the DC and AC cable schedules. Serial-number mapping is what makes a warranty claim on an individual module possible three years on.
The commissioning record should follow IEC 62446-1: insulation resistance, polarity, string open-circuit voltage and short-circuit current against the modelled values, and earth continuity. On plant of this size, an I-V curve trace per string and a thermographic survey under load at handover will find the mismatched string, the failed bypass diode and the loose termination while they are still the installer's problem. Torque records on the DC connections are inexpensive to demand and expensive to reconstruct.
On the electrical side, verify the protection settings the connection agreement requires, and verify the export limit as configured rather than as described — the controller's own screen or configuration file, not a sentence in an email. The EAC connection agreement, the metering arrangement and the ETEK-registered engineer's certification complete the pack.
Finally, agree what performance reporting looks like before the installer leaves. Inverter-level monitoring is standard; string-level monitoring is what allows a fault to be located without a roof survey. Monthly performance ratio against the model is the single figure worth tracking, because it normalises for weather and shows degradation that raw kilowatt-hours conceal. Routine servicing on a domestic array runs €60–180 per visit as a benchmark; commercial operations and maintenance is priced per site against the scope agreed here, and the scope is easier to negotiate before handover than after it.
Common questions
What decides whether a commercial roof can carry an array?
The structural capacity of the slab for the additional dead load and wind uplift, the condition and remaining warranty of the waterproofing membrane, and the usable area once plant, access routes and shading from parapets and lift overruns are deducted. All three are established by survey.
Is applying for export worth it?
It depends on the gap between the daytime baseline and modelled generation. Where self-consumption absorbs nearly everything the array produces, an export arrangement adds process for little return. Where the site is idle at weekends or seasonally closed, export is what stops that generation being discarded — subject to what the feeder will accept, which is what the load assessment determines.
Why is commercial cheaper per kWp than residential?
Scale in the mounting system, in the inverters, and above all in labour: a three-phase rooftop between 50 and 250 kWp costs €700–1,050 per kWp installed against €900–1,300 per kWp residential, because the fixed elements of a job are spread across far more capacity. The saving does not extend to connection works, which scale with the network rather than with the array.
What does a load assessment involve?
The Electricity Authority evaluates the effect of the proposed generation on the local network: existing loading on the feeder, voltage rise at the point of connection, and the aggregate of other generation already connected. The outcome is a granted capacity, sometimes with an export limit attached, and it is the step that most often sets the project programme.
When should work be scheduled on a hotel or holiday complex?
November to March, in line with the refurbishment window that seasonal accommodation already works to. Roof access, crane time and switchroom outages are all disruptive during occupancy, and the same months carry the lowest risk of losing generation the building would have consumed.
Who has to certify the installation?
An ETEK-registered electrical engineer certifies the design and the installation, and the Electricity Authority's connection process governs what may be energised and when. Neither substitutes for the other, and commissioning ahead of the connection approval creates a problem that is resolved on the Authority's timetable rather than the site's.
