On a Cypriot flat concrete roof the mounting decision comes down to one question: does the frame resist wind uplift by mass, or by anchoring into the deck? Ballast keeps the waterproofing intact and puts weight on a structure that may not have been designed for it. Penetration adds no weight and puts holes through the one layer keeping water out of the slab. Everything else — rails, clamps, tilt angle, coatings — follows from that choice.

The options

Ballasted, non-penetrating frames. Trays or triangulated frames held down by concrete blocks or by paving slabs sitting on protection mats. Nothing is fixed to the roof. The mass required is calculated from the wind load at the site, the building height and the parapet geometry, and on an exposed coastal roof that mass is substantial. This is the default on flat roofs where the waterproofing is sound, comparatively recent, and still under warranty.

Mechanically fixed, penetrating frames. Anchors set into the structural concrete, each penetration sealed with a flashing detail and reinstated waterproofing. Uplift is resisted by the anchors rather than by weight, so the added dead load is negligible. The quality of the project is entirely the quality of the penetration detail. There is no such thing as a well-designed frame on a badly sealed anchor.

Pitched-roof hooks and rails. Tile hooks under the covering, into the rafter or purlin, with rails above. Relevant to the minority of Cypriot stock with a tiled pitched roof — a good deal of newer detached housing and most village restoration work. The constraint here is the condition of the timber, not the frame.

Elevated frames, carports and pergolas. A structure that carries the array above roof furniture, parking or a terrace. Cypriot flat roofs are crowded — water tanks, solar thermal cylinders, air-conditioning condensers, television masts — and an elevated frame recovers roof area that a low-profile system loses to shading from that equipment. It is a structural design in its own right, needing calculations from a registered engineer rather than a supplier's catalogue table.

Ground-mounted frames. Driven piles or concrete footings on open land. Standard for agricultural sites, pump houses and anything where the roof is unsuitable or absent. Cheaper per unit of capacity in frame terms, more expensive in cabling and in the security and fencing an unattended site needs.

The second and third columns are where quotes diverge without saying so. Two proposals for the same roof, one ballasted and one anchored, are not competing on price for the same product — they are competing on who carries the risk of a leak in five years and who carries the risk of a structural check nobody performed.

Which suits which property

The 1970s to 1990s apartment stock in Strovolos is the case where the assumption gets tested. Those roofs were designed for their era's loads and have often been overlaid more than once, so the deck's spare capacity is not obvious from an inspection. Ballast is the low-risk option for the waterproofing and the high-risk option for the structure. On that stock the sequence is a structural opinion first, frame selection second — not the reverse.

Coastal exposure changes the metallurgy rather than the geometry. Around Kato Paphos the salt-laden air makes galvanised and marine-grade fixings standard practice, and that applies to every threaded component in the assembly, not only the visible rails. Mixed metals in a marine atmosphere corrode at the junction first. A stainless bolt through an aluminium rail into a galvanised bracket is three metals and two galvanic couples, and it will show within a few winters.

Hillside plots around Peyia bring an access constraint that lands squarely on this decision. Steep approach roads limit crane and delivery vehicle size on many plots, and ballast is heavy freight: concrete blocks or paving slabs in a quantity set by the wind calculation, all of which has to reach the roof. Where a lorry-mounted crane cannot reach the building, a penetrating frame with a well-specified flashing detail is frequently the only proposal that can actually be built.

Inland sites have a thermal problem instead. Nicosia has the widest temperature range on the island, and a long aluminium rail run across a roof there moves measurably between a January night and an August afternoon. Expansion joints at the intervals the frame manufacturer specifies are not optional detailing; skipping them is what produces creaking, elongated fixing holes and eventually loosened clamps.

Seasonal accommodation in Ayia Napa and Protaras adds a programme constraint. The stock is predominantly tourist accommodation with refurbishment concentrated between November and March, which is also the only window in which roof work can be scheduled without displacing guests — and the shortest days of the year, so the generation lost to the works is at its cheapest.

Cost over ten years

Mounting is rarely quoted separately. It is inside the installed price per unit of capacity, which is the number worth comparing.

Grid-tied systems sit at roughly €900 to €1,300 per installed kWp supplied and fitted, and frame choice moves a project within that band rather than outside it. The ten-year difference between the options is not in the frame price. It is in what the frame does to the roof underneath it.

Liquid membrane on a flat roof runs at roughly €18 to €45 per square metre for two coats. That figure is the reason the mounting choice matters over a decade: if the membrane has to be renewed while an array is standing on it, the array comes off and goes back on, and neither of those operations is in the original quote. The practical implication is straightforward. If the roof is within a few years of needing recoating, recoat it first and mount afterwards.

  1. Establish the remaining life of the waterproofing

    Before frame selection, not after. A membrane near the end of its service life dictates the programme regardless of which frame is preferred.

  2. Get a structural opinion where ballast is proposed

    A registered engineer's assessment of the deck, particularly on older blocks and on any roof that has been overlaid. This is inexpensive relative to the consequence of guessing.

  3. Specify the fixing metallurgy explicitly

    On coastal sites, marine-grade or galvanised throughout, with isolation between dissimilar metals. Written into the quote, not assumed from the brochure.

  4. Ask for the uplift calculation and the expansion detail

    Roof zone, building height, terrain category and rail expansion intervals. A supplier who can produce these has designed the frame; one who cannot has ordered it.

Support schemes affect the capital cost of the system as a whole rather than the frame, and are applied for before installation begins.

Common questions

Is a ballasted mount worth it compared with a penetrating one?

On a sound flat roof with a structure that has the capacity, yes — it leaves the waterproofing untouched and can be removed without trace. On an older block, on a roof near the end of its membrane life, or on a plot a crane cannot reach, a properly detailed penetrating frame is the better engineering answer.

How much does ballast weigh?

It is calculated, not standard. The inputs are site wind speed, terrain exposure, building height, parapet height and the roof zone each frame sits in. Corner and edge zones need considerably more mass than the field of the roof, which is why a single per-module figure across a whole array is a warning sign.

Do tilted frames always generate more than flush-mounted ones?

Not on a crowded Cypriot roof. Tilt raises yield per module but increases wind load, ballast requirement and inter-row shading, so a tilted array fits fewer modules in the same area. The comparison worth asking for is modelled annual yield for the whole roof under each layout, not yield per module.

Does a mounting frame need structural approval?

Any frame that adds meaningful load to an existing structure warrants an assessment by a registered engineer, and elevated frames, carports and pergolas are structures in their own right. What fails first on a Cypriot installation?

Fixings and seals, not frames. Salt corrosion at dissimilar-metal junctions on the coast, and flashing details at penetrations where reinstatement was rushed. Both are inspection items rather than design items, which is why a maintenance schedule belongs in the specification alongside the frame.

Can the frame be reused if the panels are replaced?

Usually, provided the clamps suit the replacement module thickness and the aluminium has not been sitting in a marine atmosphere with the wrong fixings. This is one of the arguments for specifying the frame above the minimum: it outlives at least one set of modules.
