How a certified solar installer is appointed in Cyprus: the credentials to check first, the order the stages run in, and the documents signed at handover.

Appointing a certified solar installer in Cyprus is less a purchase than a sequence of approvals, and the order matters more than the headline price. Credentials are verified before quotes are compared. The grant application is made before any work begins. The connection application reaches the Electricity Authority of Cyprus before the system is commissioned, and that step alone runs to around 45 days in ordinary cases. Reverse any of those and the project stalls at the worst possible moment — with modules already fixed to the roof and nothing legally exporting.

Overview and timeline

Three clocks run in parallel, and only one of them is under the installer's control.

The commercial clock covers survey, design and quotation. It is the shortest of the three, and its length is set by the contractor's order book rather than by any external body. Delays here are usually caused by the client rather than the installer — missing consumption data, unresolved roof ownership in a block, or a decision on battery storage that has not been taken.

The regulatory clock is the connection application to the Electricity Authority of Cyprus. It is submitted by the installer, not the household, and it precedes commissioning rather than following it. Around 45 days is the typical duration, and it extends where the local network requires a load assessment before an export connection is approved.

The subsidy clock is the one that catches people. Residential photovoltaic support is applied for before installation begins, not claimed afterwards against invoices. A system installed first and applied for second is outside the scheme, and no amount of correspondence recovers it.

The physical installation — scaffold, mounting, modules, DC runs, inverter, board work — is measured in days for a residential array. It is the smallest part of the elapsed time and the largest part of the invoice.

Before you start

Five things determine whether a quotation will be worth comparing, and all of them are assembled before an installer is contacted.

Consumption data, not a monthly average. The bill total describes what was spent. What a designer needs is when the electricity was used, because the value of generation depends almost entirely on how much of it is consumed on site rather than exported. Twelve months of readings is the working minimum; interval data, where the meter provides it, is materially better.

Roof ownership and structure. In a detached house this is a formality. In the 1970s to 1990s apartment blocks that dominate districts such as Strovolos, the roof is common property, and consent from the management committee is a prerequisite rather than a courtesy. Structural adequacy is a separate question from ownership, and on older reinforced concrete slabs it deserves an engineer's view before ballast or penetrating fixings are specified.

Access. On hillside plots — Peyia is the standard example — steep access roads limit crane and delivery vehicle size, which changes how modules reach the roof and what the mounting sequence costs. An installer who has not seen the approach road has not priced the job.

Exposure. Direct coastal air, of the kind found in Kato Paphos, is salt-laden, and marine-grade fixings are standard there rather than an upgrade. A quotation that does not name the fixing grade has left a corrosion problem for the owner to discover later.

The connection you already have. Single-phase or three-phase, the existing main fuse rating, and the state of the consumer unit all sit upstream of the design. Where the board needs replacing, that is certified electrical work in its own right, charged at electrician labour rates rather than as part of the per-kWp system price.

The stages in order

  1. Verify certification before discussing price

    Solar work in Cyprus sits across two disciplines: the electrical installation, which must be carried out and certified by a qualified electrical contractor, and the design and any structural elements, which fall to professionals registered with ETEK, the Scientific and Technical Chamber. Registration is verifiable — ask for the registration held, in which discipline, and in whose name. A company brochure is not a credential.   2. Site survey and load profile

    Physical survey of roof, orientation, pitch, shading and cable routes, combined with the consumption data assembled earlier. Shading is measured, not estimated by eye — a chimney or a neighbouring stairwell that clips one module for part of a winter afternoon changes string design.

  3. Design pack and quotation

    A quotation worth comparing contains a module and inverter schedule with model numbers, a proposed string layout, a single-line diagram, the mounting system and fixing grade, and a modelled annual yield with the assumptions behind it stated. Quotes without those items cannot be compared with each other, only with themselves.

  4. Grant application, before anything is fitted

    Where the household qualifies for residential photovoltaic support, the application precedes installation. The grant is capped — the ministry publishes the figure, currently EUR 1,500 for the residential scheme — and the cap matters far less than the sequence.

  5. Connection application to the Electricity Authority

    Submitted by the installer, with the system specification attached. Where the local feeder is constrained, a load assessment is required before an export connection is approved. Dense tourist-area networks, Germasogeia among them, see this more often than quiet inland streets.

  6. Installation

    Mounting, modules, DC cabling, inverter placement, AC connection and labelling. Where the inverter goes is a specification decision rather than a convenience. Inland districts carry the widest temperature range on the island, and an unshaded external wall there costs output to thermal derating in exactly the hours the array is producing most.

  7. Testing, commissioning and meter change

    Electrical testing and certification, followed by the meter arrangement required for the connection. Generation before this point is not exported; it is unmetered and, in practice, given away.

  8. Handover

    Documentation, warranties, monitoring access and a maintenance understanding. Covered in detail below, because this is the stage most often compressed into an email.

Where projects usually slip

The load assessment nobody budgeted for. It is not an obstacle, it is a step, but it is a step that arrives after the contract is signed and pushes the export date out. Ask, at quotation stage, whether the installer expects one on this feeder and what the fallback is if export capacity is limited — usually an export-limiting configuration rather than a smaller array.

Grant sequencing. Repeated because it is the most expensive error available. Applications are made before installation begins.

Roof warranty conflicts. Penetrating fixings through a waterproofing membrane that is still under warranty will void it unless the membrane contractor carries out or approves the detail. On flat roofs this is worth resolving in writing before the mounting system is ordered.

Access and craning. Where vehicle size is limited by the approach, module delivery and lifting are separate line items and separate days. A quotation that assumes a flatbed can reverse to the elevation is a quotation for a different house.

Seasonal capacity. In seasonal tourist areas — Ayia Napa is the clearest case, where accommodation works concentrate in November to March — the installer base is committed months ahead during the refurbishment window. Booking a January installation in November is optimistic.

Distance to the contractor base. Remote work carries travel time into the quoted day rate. It is legitimate, and it should be visible as a line rather than folded silently into the per-kWp figure.

What you sign off

Handover is a document set, and each item exists because its absence causes a specific problem later.

  • Test and commissioning certificate for the electrical installation, signed by the certifying contractor, in the property owner's name.
  • Single-line diagram as installed, not as designed. String changes made on the roof are common and are worth recording.
  • Equipment schedule with module and inverter model numbers and serial numbers. Warranty claims are made against serials.
  • Modelled yield with its assumptions — orientation, pitch, shading loss, soiling and derating. A yield figure with no assumptions attached cannot be tested against performance, which makes underperformance unarguable.
  • Warranty terms, separated. Module product warranty, module performance warranty, inverter warranty and installation workmanship warranty run for different periods and are backed by different parties. A single figure quoted for "the system" is concealing three of them.
  • Copies of the connection application and approval, so the property owner holds them independently of the installer.
  • Monitoring access registered to the owner's account rather than the installer's, so that a change of contractor does not take the performance history with it.
  • Cleaning and maintenance interval appropriate to the site. Coastal and dust-exposed roofs soil faster, and output loss from soiling is gradual enough to go unnoticed and large enough over a year to be worth the visit.

Common questions

What certification does a solar installer in Cyprus need?

Two things, and they are separate. The electrical installation must be carried out and certified by a qualified electrical contractor authorised to issue the certification for the work. The design, and any structural or engineering element, falls to professionals registered with ETEK. Ask which individual holds which registration, and in what discipline — a firm may hold one and subcontract the other, which is normal but should be visible before signature.

How long does the whole process take?

The regulatory step sets the floor. The connection application to the Electricity Authority typically runs around 45 days, and longer where a load assessment is required. Survey, design and quotation add a few weeks depending on how quickly consumption data and roof consents appear, and the physical installation of a residential array is a matter of days. Plan in months, not weeks, and start the grant application first.

Is a permit needed for a rooftop solar system?

Roof-mounted photovoltaic systems on an existing building are treated differently from construction that alters the building envelope, and the governing requirement in practice is the connection approval rather than a building permit. Ground-mounted arrays, structures that change the roof profile, and listed or protected buildings are different cases, and those are worth checking with the local authority before design work starts.

How can certification be verified independently?

Ask for the registration number and the name it is held in, then check it against the chamber's own register rather than a copy supplied by the contractor. For the electrical side, the certificate issued at completion names the certifying party — if nobody will put a name to that in advance, that is the answer to the question.
