How long a certified solar installer takes in Cyprus

The installation is the short part. What sets the programme in Cyprus is the connection application, any permit that is triggered, and material lead times.

Time on the roof is the shortest part of the programme. What sets the calendar for a certified solar installer in Cyprus is the regulated sequence around the installation: the Electricity Authority of Cyprus connection application, which runs to around 45 days in the typical case and is lodged before commissioning, and any planning or building permission that the works trigger, at around 150 and 120 days respectively. For a roof-mounted retrofit on an existing supply with no permit trigger, the connection application is the critical path. Where a permit is engaged, the project is measured in months and the panels are not the reason.

Typical duration

A grid-tied residential job runs through five stages, and only two of them have published durations.

Survey and design. A site visit, a roof and shading assessment, confirmation of the existing supply and its declared capacity, and a decision on inverter topology. Length here is set by how quickly the property's own facts can be established: the supply agreement, the title position and, on an apartment block, whether the roof is common property.

Grant application, where one is being claimed. The residential scheme runs to up to EUR 1,500 toward grid-connected photovoltaics on a primary residence and is applied for before installation begins. Its duration matters less than its position in the sequence; work already under way sits outside the scheme.

Connection application. Around 45 days is the typical duration for a clean submission on an unconstrained feeder. This is the longest fixed element in a permit-free job, and it runs in parallel with procurement rather than after it.

Installation. No published duration applies, because the determinants are property-specific: array size, whether the roof is pitched tile or flat concrete, whether scaffolding is needed, the length of the DC and AC cable runs from roof to board, and whether the consumer unit and earthing arrangement need work first. Ancillary electrical labour is priced by the hour at roughly EUR 32-65 for a certified electrician, which is a useful proxy for how much of that work a quotation has allowed for.

Commissioning. This follows the meter exchange, not mechanical completion. Until a meter capable of recording import and export separately is in place, the system is not commissioned in any meaningful sense, whatever the inverter display reports.

What extends it

A load assessment. Where local network capacity is constrained, the authority looks at aggregate export on the feeder rather than at the individual system. This is not predictable from the roof and it is the most common reason a 45-day expectation becomes something longer.

A design change after submission. A different inverter model, a revised array size, a moved point of connection — each alters what was submitted and can send the application back. This is the one variable entirely within the project's control.

Permissions triggered by the works. Modules laid on an existing pitched roof engage a different question from a ground-mounted frame, a new roof structure or works to a protected building. Planning permission under the Town and Country Planning Law 90(I)/1972 runs to around 150 days typical, the building permit under the Streets and Buildings Regulation Law, Cap. 96, to around 120, and they run in sequence with planning first.

Consent on an apartment block. Where the roof, the riser and the plant position are common property, written consent from the management committee is a precondition, and committees meet on their own schedule. This item is started last and finished slowest with striking consistency.

Findings behind the meter. An undersized main switch, a consumer unit with no spare way or an earthing arrangement predating current requirements all have to be corrected before connection.

A broken grant sequence. Installing first and applying afterwards is the only delay in the whole list that cannot be recovered.

Lead times on materials

Nothing in a photovoltaic system is manufactured in Cyprus, so lead time is a stock and shipping question rather than a production one. The practical divide is between what a distributor already holds in a Nicosia or Limassol warehouse and what has to be ordered against a container cycle.

Standard modules, common string inverters and mainstream roof rail systems are generally stocked. Hybrid inverters and batteries are held more thinly, and a specific model is a harder commitment to meet than a specification band. Ballasted flat-roof frames and ground-mount structures are frequently fabricated locally, which substitutes a workshop queue for a shipping lead time.

The trap is substitution. A quotation that names make and model allows the certification to be checked — EN 50549-1 for generating plant on a low-voltage distribution network, IEC 62109 for inverter safety, IEC 61215 and IEC 61730 for modules. If the delivered equipment then differs from the submitted design, the connection application is re-engaged and any time saved on procurement is lost again at the authority. The contract should name the equipment, name any acceptable alternative, and say who carries the delay if neither arrives.

Meters are not procured by the installer; the metering change is part of the connection process.

Sequencing with other trades

Waterproofing before mounting. On flat concrete roofs the membrane comes first and the penetration detail is agreed with whoever warrants it. Fixing an array through a membrane and then asking for a re-coat is materially more expensive than sequencing the two correctly, and on the high-rise coastal stock it also puts the existing roof warranty at risk.

Roofing before array. If a pitched roof is due for re-covering within the system's life, it is re-covered first. Removing and refitting an array to reach the tiles underneath is a cost with no offsetting benefit.

Electrical works with an outage window. Consumer unit replacement, earthing remediation and any supply upgrade need the property de-energised. On occupied blocks, hotels and agricultural holdings with irrigation pumping, that window is negotiated rather than chosen.

Access and lifting. Steep hillside plots — Peyia is the standard example — limit crane and delivery vehicle size, which constrains ballasted frames and long-rail deliveries. That is a design input, not a site-day surprise.

Season. In predominantly seasonal accommodation, refurbishment concentrates in November to March, so that is when roof access is available in Ayia Napa, Protaras and the surrounding coast. Photovoltaic installation is not weather-constrained in the way roofing or rendering is, which makes the winter window genuinely usable.

The order that works on most Cypriot properties is: establish supply, tenure and consents; agree the specification; lodge the grant application; lodge the connection application; procure; complete roof and electrical preparation; install; meter exchange; commission. Running procurement and the connection application in parallel is where the programme is won or lost.

Common questions

Can the system be installed while the connection application is open?

The mechanical and electrical installation can proceed, but commissioning waits. Energising a generating installation before the connection arrangement is in place is an unapproved connection rather than a shortcut, and unwinding one costs more than waiting for the meter.

Does every photovoltaic installation need a permit?

No. Modules on an existing pitched roof are treated differently from a ground-mounted array, a new roof structure or works to a protected building. What is universal is the connection application, which applies to anything capable of exporting. Which permissions apply to a specific property belongs in writing in the quotation, before contract.

How much does the grant application add to the timetable?

Its cost to the programme is sequence rather than duration: the application is made before installation begins, and the scheme runs to up to EUR 1,500 toward grid-connected photovoltaics on a primary residence. Starting work first is the one scheduling error with no remedy.

Is a bigger installer faster?

There is no published throughput data for installers in Cyprus, so a claim in either direction is assertion. What is checkable is registration: a registered electrical contractor issues the fixed wiring certificate, and engineering sign-off rests with a professional registered with the Cyprus Scientific and Technical Chamber. This site lists certified electrical contractors across the five districts on that basis.

What does a realistic quotation look like on timing?

One that separates the parts it controls from the parts it does not. Installation days and procurement are the installer's; the connection application and any permit are not. A grid-tied residential system sits at roughly EUR 900-1,300 per kWp installed, and a quotation at that level with a single undifferentiated completion date has usually not thought about the sequence at all.

Does adding a battery later restart the process?

Adding storage changes the installation the authority approved. A DC-coupled retrofit that replaces the inverter clearly does; an AC-coupled battery inverter is still a new generating device on the same connection. The safe assumption is that the application is engaged again — an argument for specifying storage at the outset even where it is fitted in a second phase.
