The EAC grid connection process in Cyprus, step by step
How a photovoltaic system is connected to the grid in Cyprus: what the Electricity Authority assesses, how long approval takes, and what gets signed.

A photovoltaic system in Cyprus is not connected by fitting an inverter and closing a breaker. It is connected by an application to the Electricity Authority of Cyprus, made by the installer before commissioning, which around 45 days later returns either an approval with conditions attached or a requirement for a load assessment on the local network. Everything else in the programme — survey, procurement, mounting, cabling — can be compressed. This step cannot, and it is the reason a system that is physically complete in April may not be exporting in May.
Overview and timeline
The application does two things at once. It registers the system for the metering arrangement under which generation is accounted for, and it asks the network operator whether the feeder serving the property can accept the proposed export.
The first is administrative and turns on the completeness of the submission. The second is technical and turns on where the property sits. Around 45 days is the typical duration for a straightforward residential case. Where local network capacity is constrained, a load assessment is added, and the assessment is a study rather than a formality — it examines what the feeder already carries before it considers what the new system would push back.
Two timing points are worth fixing early. The application is submitted by the installer, not by the property owner, which means the quality of the submission is a procurement question and belongs in the contract. And where residential photovoltaic support applies, the grant application precedes installation — it runs on a separate track from the connection, with its own sequencing rule, and missing it is not recoverable after the fact.
Before you start
The connection application is assessed on the supply as it exists, not on the supply the design assumes. Six items settle most of the questions that otherwise come back as a request for information.
The existing supply. Single-phase or three-phase, the main fuse rating, the account details as held by the authority, and the meter identifier. A three- phase supply changes what can be connected and how generation is distributed across phases; a single-phase supply constrains inverter selection at larger system sizes.
The specification as AC, not DC. Array capacity is quoted in kWp of DC modules, but the connection is assessed on what the inverter can push into the network. Inverter AC rating is normally specified below array DC capacity, because an array rarely reaches its rated output, and in Cypriot irradiance conditions the sizing ratio can be tighter than northern European practice while still producing measurable clipping. The number that goes on the application is the AC figure, and the modelled clipping loss at the proposed ratio should exist in writing before it does.

The certifying professional. The name and registration of whoever will certify the electrical installation, and of the ETEK-registered professional responsible for the design where the scale requires one.
Ownership and consent. Straightforward on a detached property; a separate exercise where the roof is common property in an apartment block, and a different exercise again on agricultural land where the connection point and the parcel may not have the same owner.
Load context, for anything beyond a household. Commercial and agricultural sites are assessed against existing demand: cold stores, pumping loads, borehole motors and their starting currents, and any existing standby generation. On a farm the interaction between irrigation pumping and midday generation is the whole economic case, and it belongs in the application rather than in a spreadsheet afterwards.
The stages in order
Confirm the supply and the account
Phase configuration, main fuse rating, meter identifier and account holder. Where the account is not in the name of the person commissioning the work — inherited property, company-held title, a rental — resolve it before the application, not during it.
Freeze the technical specification
Module count and DC capacity, inverter make, model and AC rating, protection arrangement, and any proposed export limit. The application refers to specific equipment. Substituting an inverter model after approval is not a procurement detail; it is a change to what was assessed.
Installer submits the application
With the single-line diagram, equipment datasheets and the certifying professional named. Incomplete submissions are the most common cause of an apparently slow authority — the clock restarts on the information rather than running through it.
Network assessment
Capacity on the serving feeder is checked. Where it is constrained, a load assessment follows. Dense tourist-area networks see this routinely — Germasogeia is a standing example, where the connection density that comes with concentrated holiday accommodation means export applications frequently require assessment before approval.
Approval with conditions
Approval is rarely unconditional. Conditions typically cover the permitted export, the protection and disconnection behaviour required of the inverter, and the metering arrangement. Read them against the ordered equipment before installation starts, because a condition that the specified inverter cannot meet is discovered either now or on the roof.
Installation to the approved design
Mounting, DC cabling, inverter placement, AC connection, labelling and isolation. Inverter siting is a performance decision as much as a practical one: a unit on a west-facing external wall in an inland district such as Nicosia, which has the widest temperature range on the island, operates at the edge of its thermal envelope through August and derates when generation is at its highest.
Electrical testing and certification
Testing and certification of the installation by the qualified contractor, with protection settings recorded as commissioned rather than as specified.
Metering and energisation of export
The metering arrangement required by the approval is put in place and the system is authorised to export. Generation before this point serves on-site load only; anything surplus is unaccounted.
Where projects usually slip
Equipment substitution after approval. Supply chains move, and an installer offering an equivalent inverter is often acting in good faith. The approval, however, names equipment. Any substitution needs to be raised with the authority rather than absorbed quietly, and the delay from doing it properly is far shorter than the delay from doing it late.
Export limits treated as a rejection. Where feeder capacity constrains the connection, the outcome is frequently an export limit rather than a refusal. That is a design problem with a design answer — export-limiting control, a reshaped consumption profile, or storage to absorb the midday surplus — and it is only a crisis if the financial model assumed unlimited export.
Phase distribution on three-phase supplies. Connecting a large single-phase inverter to one leg of a three-phase supply creates imbalance that the network operator has a legitimate interest in. On anything beyond a modest system, plan the phase arrangement rather than discovering it.
Sequencing against the grant. Restated because the cost of getting it wrong is fixed and unrecoverable: the residential support application is made before installation begins.
Metering appointment scheduling. The meter arrangement is a visit, and visits are queued. A system that finishes on a Friday does not export on the Monday.
Distance and access. Remote sites carry travel time into day rates — the Polis Chrysochous area is the standard illustration, far enough from the main Paphos contractor base that mobilisation shows up in the price. Where an assessment or a metering visit needs a second and third trip, that is three mobilisations, not one.
Where board replacement or supply upgrade work is needed before the connection can proceed, it is certified electrical work priced at electrician labour rates rather than folded into the per-kWp system figure, and it should appear as its own line.
What you sign off
The connection produces a paper trail, and the property owner should end up holding all of it rather than relying on the installer's filing.
- The application as submitted, with its technical annexes. This is the reference point for every later dispute about what was approved.
- The approval and its conditions, in full. Conditions on export, protection and metering are the operating envelope of the system.
- The as-installed single-line diagram, reflecting string changes made during installation rather than the design drawn beforehand.
- The electrical test and commissioning certificate, in the owner's name, naming the certifying contractor.
- Recorded protection settings as commissioned, which is what an investigation will ask for if the system ever trips repeatedly.
- Meter readings at changeover, both the old register and the new arrangement, dated.
- Monitoring access held on the owner's account. Portal access registered to the installer becomes a problem the day the relationship ends.
Common questions
Who submits the grid connection application?
The installer, before commissioning, with the system specification attached. That makes submission quality a contractual matter: it is reasonable to ask, at quotation stage, who prepares the application, what happens if the authority returns a request for information, and whether resubmission after an equipment substitution is chargeable.
How long does the connection take?
Around 45 days is typical for a straightforward residential application. It extends where a load assessment is required on a constrained feeder, and it extends further where the initial submission is incomplete. Commercial and agricultural connections with significant existing load are assessed on more than the export figure and should be planned with more headroom.
Is a separate permit needed as well?
The connection approval is the operative requirement for a roof-mounted system on an existing building. Ground-mounted arrays, works that alter the building envelope, and protected or listed structures raise separate planning and building questions with the local authority, and those are worth resolving before design work rather than in parallel with a connection application.
What happens if the feeder cannot take the export?
The usual outcome is a limit on what may be exported rather than a refusal to connect. The system still runs and still offsets on-site consumption; what changes is the value of the surplus. The design responses are export-limiting control at the inverter, sizing closer to the daytime baseline load, or storage to shift the midday surplus into the evening. Which one is right depends on the load profile, which is why the profile belongs at the start of the process rather than at the end.
