A commercial photovoltaic model for Cyprus should distinguish on-site use, exported energy and generation prevented by a constraint. Each flow can have a different commercial effect. Valuing all unconstrained modelled output at an avoided-import price can conceal material assumptions about demand, export conditions and operational limits.
This 2026 technical procurement guide sets out a modelling and evidence framework. It asserts no current Cyprus curtailment percentage, export tariff or project entitlement. The applicable connection conditions, supply agreement and competent technical design must establish the actual boundaries.
Define the meter and the modelled asset
The model should identify which installation, load and connection point it represents. A site can contain more than one commercial or metering arrangement; a building-wide consumption figure may not match the boundary proposed for the photovoltaic system.
Record the system configuration and any existing generation or storage included. The financial model and energy model should use the same asset boundary. Otherwise a result may combine production from one arrangement with costs or demand from another.
Identify the source and period of the load data. If the record omits a shutdown, seasonal activity or a changed operating schedule, the analyst should state the treatment rather than silently fill a gap with a convenient assumption.
Distinguish unconstrained potential from delivered generation
A generation forecast normally starts from specified weather and system assumptions. It should not automatically be labelled delivered energy after all operating constraints.
The European Commission's JRC PVGIS hourly documentation provides modelled hourly power output in watts and uses UTC timestamps. That is useful for a time-based input, but it is not measured production at the proposed Cyprus site.
The analyst should document how power values become interval energy and how timestamps are aligned with the load series. An unexplained local-time shift can change the apparent coincidence between generation and business demand even where annual totals remain similar.
Identify each constraint by its cause
A connection export limit, an installed control function and a network instruction are different inputs. The model should identify which constraint it represents and the evidence supporting it.
Do not label every difference between unconstrained potential and actual generation “curtailment”. Shading, equipment downtime, model error and intentional operating limits can have different causes and responses. The analysis should use definitions consistently.
This article gives no assumed network-control frequency. If a bidder proposes a constraint scenario, ask for its source or explicit hypothetical status. A precise annual percentage is not evidence merely because it appears in a professional spreadsheet.
Allocate the energy flows without double counting
For each modelled interval, distinguish energy used by the site's load, energy exported under the applicable arrangement and energy not generated because of the specified constraint. If storage is included, its charging, discharging and losses need their own treatment.
The accounting should not assign the same energy to direct use and export. It should also avoid crediting a battery with recovering energy that was never available at the charging boundary.
A proposed editorial interval record has four principal columns: available generation, direct use, export and constrained generation. These four columns are a starting structure, not a complete storage model or mandatory technical standard. Additional terms are needed where the actual system has other relevant flows.
Apply commercial values to the correct flows
Avoided imports should reflect the applicable cost actually displaced by on-site use. Exported energy should follow the confirmed commercial treatment. Fixed costs should not be assumed avoidable merely because total imported energy falls.
The company's accounting enquiry is separate from this energy allocation. Sumly's guide to Cyprus capital allowances describes the equipment records behind that enquiry; an accountant should determine any treatment of the actual PV investment rather than adding an assumed tax saving to this model.
EAC's commercial photovoltaic information describes several arrangements, including net billing and legacy net-metering conditions. A scheme heading is not sufficient to establish the project's eligibility, settlement basis or current contractual price.
Obtain the applicable agreement and connection documentation for the actual project. The model should reference the relevant terms and state which inputs remain unconfirmed. This guide does not infer a tariff from an older project or apply a household arrangement to a commercial installation.
Show the arithmetic of a constrained-export case
Suppose a fictional scenario loses 1,000 kWh of otherwise exportable annual energy, valued at an assumed €0.10/kWh. The modelled reduction in export value is €100. These figures are illustrative, not measured Cyprus losses or a tariff.
If the affected energy would instead have displaced imports, the financial effect needs the relevant avoided-cost assumption. The model should not use the export value merely because it produces a convenient result.
The example also does not establish when the loss occurs. Timing matters where constraints interact with demand or storage. An annual subtraction may be a sensitivity tool, but it should not be presented as a detailed operating simulation.
Build time-based sensitivity cases
A useful comparison changes one explained condition at a time and preserves the other assumptions. Cases can examine a lower export allowance, a different business demand pattern or a stated constraint schedule.
A second fictional energy balance begins with 10,000 kWh potential, allocates 6,000 kWh to direct use and 3,000 kWh to export, and records 1,000 kWh as constrained. The sum is 10,000 kWh. Those amounts demonstrate bookkeeping only; they are not a site forecast.
The analyst should explain whether each case is an envelope, a scenario or a prediction supported by evidence. An extreme case can be useful for resilience of the decision without being described as the most likely outcome.
Evaluate storage with its operating constraints
Storage can change the timing of energy use, but its effect needs the actual charging opportunity, available capacity, power limits and operating strategy. It should not be credited with recovering every constrained kilowatt-hour by assumption.
The model should preserve conversion losses and distinguish energy shifted from new generation. It should also show whether backup reserve or another operating objective restricts the capacity available for commercial optimisation.
Where a constraint prevents generation before energy reaches the battery, the proposed recovery claim needs a compatible technical explanation. The analyst and designer should align the model with the installed architecture rather than attach a generic battery benefit to an unrelated loss total.
Record evidence for later performance review
Keep the input data, model version, constraint definitions and commercial assumptions used for the procurement decision. Identify the source dates so later changes can be separated from original model error.
At operation, compare the relevant measured flows with the same boundary. A production shortfall alone cannot establish its cause. Event records, demand changes and equipment status may be needed to explain the difference.
The review should distinguish a forecast revision from a confirmed operational event. A later management team needs to understand what was assumed, what was measured and which evidence supports a claimed constraint.
Common questions
Can annual generation be converted directly to annual revenue?
Only after allocating the flows and applying the actual commercial terms. Potential production, delivered production and bill value are different outputs.
Is a percentage sensitivity a measured curtailment rate?
No. A hypothetical percentage should remain labelled as a scenario unless supported by relevant evidence. This article provides no current Cyprus rate.
Does adding storage eliminate the export risk?
That conclusion requires a time-based, technically compatible analysis. Charging opportunity, capacity, power and operating limits can prevent recovery of some energy.
What makes the model auditable?
Consistent boundaries, traceable load and production inputs, explicit constraints, balanced energy flows, confirmed commercial terms and reproducible scenarios. Those records let reviewers examine the result without mistaking an unexplained assumption for a measured fact.
